It can be, but check the rules first. Full, it weighs roughly 1,347 kg and the axle has no brakes, which is beyond the unbraked towing limit of many vehicles. Use it loaded on farm roads and inside sites, and choose the braked version if it will regularly travel full on tar.

Is 2.8 bar enough to spray a gravel road?

For wetting a short stretch with an open hose, yes. At 2.8 bar the pump is a volume pump, rated at about 34,800 L/h at open flow, so it empties fast but does not throw far. For spraying a long haul road from a moving vehicle, the 7 bar or 9.5 bar versions give better reach.
