Is an unbraked water trailer legal to tow full?

It can be, but check the rules first. Full, it weighs roughly 1,351 kg and the axle has no brakes, which is beyond the unbraked towing limit of many vehicles. Use it loaded on farm roads and inside sites, and choose the braked version if it will regularly travel full on tar.

What is the difference between the 7 bar and 9.5 bar pumps?

The 7 bar pump gives good spray reach for dust suppression and wash-down at a lower price. The 9.5 bar pump throws further and hits harder, which helps with fire flanks and caked mud on plant. If you mostly fill troughs and tanks, the 2.8 bar models move volume more cheaply.
